SUMMARY OF ACHIEVEMENTS
Planned, directed, and managed designated projects associated with environmental regulatory requirements with multiple sites in Washington, Oregon, Georgia, Connecticut and California.
Prepared plans, designs, specifications, standard operating procedures, evaluations and assessments utilizing specialized analytical and compliance skills to encompass all 17 environmental protocol and paralleling the Code of Federal Regulations (CFR).
Solved unique problems using well developed follow through skills by encouraging conscientious monitoring of materials by technicians so that I would not have to travel to the sites. For instance, there was an oil spill on one of the facilities that potentially had PCBs. The Corps of Engineers (COE) failed to sample the spill. With my encouragement and suggestion that I would come and accompany them to sample, the COE representative assumed the responsibility and took the sample.
Planned and developed project budgets with appropriate documentation for submission to the federal government and international regulatory communities. After initial site assessment for potential projects for each of the sites involved, I calculated economic analysis, requested funds and oversaw the subsequent approved 5 year budget of $50M for the Base Realignment and Closure program.
Communicated effectively with government, public, industry and military representatives. In working with the US Government, I provided briefings and support to ship s force, new employee orientations, public meetings for community members, management and FORSCOM representatives. At one time, I calculated a minimum of 24 governmental and public organizations that I was working with at the time.
Used independent judgement to manage and impart confidential information to these diverse communities. Identified potential areas of weakness in the environment program for US Army Reserve Command (USARC). Assessed 150 Washington and Oregon USARC sites, developed corrective action plans for each site, assisted in the rectification of any corrective actions. Documented and shared work with all levels of management and command. Provided briefings and trainings inhouse for freon work onboard ship, in confined spaces.
Developed solid working relationships with those inside and outside the Government. When it came time that I was working outside the government and an issue needed to be rectified for compliance in the private chemical, it was my contacts through the government that facilitated the successful completion of redocumenting, revising and justifying the resolution of a compliance issue. This resolution saved that company approximately $54M in fees and fines for non-compliance.
Supported emergency response and worked with the Pierce and Thurston county LEPC while overseeing the SARA Title III program for Fort Lewis. In all my positions, I have been HazWoper trained and CPR/First Aid trained annually for emergency response.
Prepared project status reports, modifications and revisions for management, FORSCOM and Army COE. Use of computer systems and databases to record interactions, initiate communication, problem solve, create forms, analyze data, produce documentation for regulatory compliance.
